The series was a noirish postapocalyptic tale centering on a private-detective-like figure in the last city on Earth, the rather paranoid, dome-enclosed Paradigm City (formerly New York). It took place forty years after a massive, poorly understood cataclysm had desolated the planet and wiped out everyone's memory. Also noted for an acclaimed retro visual style, it made certain plot allusions to Isaac Asimov's novel "Caves of Steel," and became popular enough overseas that a second season was comissioned for US broadcast.

The flag appears outside the station and in the Commandant's office in
episode 10, and seems to be a plain, undefaced red unicolor. No great
need for distinctiveness if you're the only police department on Earth,
I suppose. And the amnesia would have presumably eliminated any
lingering connection to communism.
